Case Study: MBC

    AI governance and Copilot training for a public transport company in the canton of Vaud

    Situation

    MBC, the transport company of the Morges-Bière-Cossonay region, operates the regional public transport network in the canton of Vaud. The trigger came from the employees themselves: AI was already in use across the company, with no framework and no shared rules. That informal use exposed the company to a legal risk, understanding of the stakes was uneven within the executive committee, and the appetite for productivity gains was real. Seventy administrative employees were involved.

    Objective

    Move beyond informal AI use by building a tailored governance framework: align the executive committee on risks and opportunities, measure actual usage before selecting tools, write an AI policy that can be applied, then train the teams on the chosen tool without leaving super-users without an answer.

    Process

    Phase 1: train and listen to the leadership

    A half-day training session for the executive committee, followed by an individual interview with each of its members to surface reservations, existing practices and real expectations.

    Phase 2: quantitative and qualitative audit

    A survey sent to employees to measure actual usage, cross-checked with the executive committee interviews. The analysis documented management expectations, the raw material of the AI policy.

    Phase 3: AI policy and rollout

    Drafting of a tailored governance and AI policy (restraint, authorised uses, support for super-users, framed experimentation), circulated to managers through an internal flash briefing, alignment of the executive committee and a 2026 roadmap. Then the Copilot training rollout, delivered by Kevin Gonnet and Jean-Baptiste Berthoux.
